Geographical country groups

Country groups are used when the system cannot find enough comparable projects in the same country. In those cases, peer matching may expand to countries in the same geographical group before widening to a global comparison.

These groups are used for benchmarking only. They provide a practical comparison pool, not a formal economic or political classification.
