Cost categories
Costs are categorised into four levels as follows:
- level 1: project or subproject
 - level 2: cost categories
 - level 3: cost groups
 - level 4: cost sub-groups

- Construction management including site management staff and support labour
 - Temporary access roads and storage areas, traffic management and diversion (at the Constructors' discretion)
 - Temporary site fencing and securities
 - Commonly shared construction plant
 - Commonly shared scaffolding
 - Other temporary facilities and services
 - Technology and communications: telephone, broadband, hardware, software
 - Constructor's submissions, reports and as-built documentation
 - Quality monitoring, recording and inspections
 - Safety, health and environmental management
 - Insurances, bonds, guarantees and warranties
 - Constructor's statutory fees and charges
 - Testing and commissioning
